Private well owners have no one testing on their behalf. EPA's guidance is an annual check for bacteria (total coliform), nitrate, total dissolved solids and pH — and an extra test any time the well is serviced, floods, or someone in the house becomes pregnant.
On city water the utility already tests at the treatment plant and at a sample of homes, so a routine test is usually unnecessary. It becomes worthwhile when something changes at your address: a notice that your service line is lead or unknown, a house built before 1986 with original plumbing, water that is discolored or smells different after a main break, or a newborn who will drink formula mixed with tap water.
Every community water system must publish a Consumer Confidence Report (CCR) by July 1 each year covering the previous calendar year. It lists every regulated contaminant detected, the highest and range of results, the EPA limit, and any violations. It will not tell you about lead at your own tap (that depends on your plumbing) or about anything unregulated, but it is the fastest free answer to "what is in my city's water".

Private wells are not covered by the Safe Drinking Water Act, so none of the city data on this site applies to them and the state does not test them for you. The state laboratory certification program listed above is still the right place to find a lab, and many county health departments in Nebraska will tell you which local contaminants (nitrate from agriculture, arsenic or radionuclides from bedrock, bacteria after flooding) are worth adding to the standard panel.
Color-change strips and drop kits are fine for screening things that show up at high concentration — hardness, chlorine, pH, and sometimes nitrate or bacteria presence/absence. They cannot reliably measure lead, arsenic, PFAS or other contaminants whose health limits are in the parts-per-billion (or parts-per-trillion) range; the detection limits are simply too high, and a "negative" strip is not evidence of safety.
Certified labs run the same EPA-approved methods that utilities are held to, report an actual number with a detection limit, and produce a document you can act on — with a landlord, a real-estate buyer, or the state health department.
Lead almost always comes from your own plumbing, not the treatment plant, so the sample has to capture water that sat in your pipes. EPA's compliance protocol, which most lab kits copy, works like this:
