How to Find and Read Your Water Utility Report
Every community water system in the United States must tell you, once a year, what it found in your water. Most people never see the report. This guide shows you where it is, how to look up your system in the EPA database if your utility makes it hard, and how to read the table that matters.

How do I find my water utility's quality report?
Search your utility name plus Consumer Confidence Report or water quality report; most systems post the current year's PDF on their website by July 1. If that fails, find your Public Water System ID (PWSID) on your water bill or by searching EPA's SDWIS database by city or county, then use EPA's CCR search tool, or call your utility and ask for the report. What is a Consumer Confidence Report?▾
An annual water quality report required by the Safe Drinking Water Act since 1998. It lists the source of your water, every regulated contaminant detected during the year, the level found, the EPA limit, the likely source, and any violations. Systems serving 100,000 or more people must post it online.
What if I rent or my water is included in my HOA fees?▾
You are still entitled to the report. The utility must make a good-faith effort to reach non-bill-paying consumers, typically by posting online and publishing in local media. Look up the system serving your address in EPA SDWIS, or ask your landlord or HOA which utility bills them.
Why does my report not show lead for my house?▾
Utilities sample lead at a set of high-risk homes and report the 90th percentile of those results, not a reading for every address. Lead comes from service lines and household plumbing, so your tap can differ from the system number. Check the lead service line inventory for your address and test your own tap if you have concerns.
My utility has a violation on the report. Should I worry?▾
It depends on the type. Monitoring and reporting violations mean a test was missed or filed late, not that water was unsafe. A maximum contaminant level violation means a health-based limit was exceeded and the report must explain the health effects and the steps taken. Treatment technique violations fall in between. Look at the contaminant, the level, and how long it lasted.
Step 1: find your Public Water System ID
Every public water system has a PWSID, a two-letter state code followed by seven digits (for example, a Texas system looks like TX1010013). It appears on most water bills, on the front page of every CCR, and in state drinking water databases. If you do not have a bill, use the EPA Safe Drinking Water Information System (SDWIS) search: enter your state and county or city, and it returns every active system in that area with its PWSID, the population served, the water source (surface or groundwater), and a link to its compliance history. Large cities usually have one obvious system; suburbs and rural areas often have several small ones, so match the system name to the name on your bill or to your town. Once you have the PWSID, you can find the report even when the utility's website is a maze.
Step 2: locate the Consumer Confidence Report
Under the Safe Drinking Water Act, every community water system must deliver a CCR to its customers by July 1 covering the previous calendar year (EPA: Consumer Confidence Reports). Systems serving more than 100,000 people must also post it online, and most smaller systems do too. Start with a web search for your utility's name plus water quality report; the current-year PDF is usually one or two clicks from the utility's home page, often under Customers or Water Quality. If you cannot find it, the EPA CCR page above links to a search tool that lets you look up a system by state and name and points to the report where the utility has submitted a URL. Failing that, your state drinking water program (usually inside the health or environmental department) keeps copies, and any utility will mail one on request; the Safe Drinking Water Hotline at 800-426-4791 can point you to the right state contact. EPA's 2024 CCR rule revisions will require systems serving 10,000 or more people to deliver reports twice a year and to make them easier to read, with the changes phasing in from 2027.

Step 3: read the detected contaminants table
The heart of every CCR is a table of regulated contaminants that were detected. Understanding its columns is the whole skill.

Two habits make the table useful. First, check the units on every row: lead and arsenic are in parts per billion, nitrate and copper in parts per million, and PFAS in parts per trillion, so a number that looks small may not be. Second, notice what the table does not include. Utilities only have to report regulated contaminants that were detected; unregulated contaminants (many PFAS compounds until recently, chromium-6 outside California, microplastics) may appear in a separate section or not at all. Step 4: check your lead service line status
The CCR gives you a system-wide 90th percentile for lead, which says nothing about the pipe feeding your house. Under the EPA's Lead and Copper Rule Revisions, every system had to publish an inventory of its service lines by October 16, 2024, classifying each as lead, galvanized requiring replacement, non-lead, or unknown; systems with lead or unknown lines must also make the inventory publicly accessible and notify affected customers annually.
