If you are on a private well, you are the utility: nobody samples your water unless you do. EPA recommends testing a well every year for total coliform bacteria, nitrate, total dissolved solids and pH, and more often if anyone in the home is pregnant or an infant, if neighbors report a problem, or if the well head was flooded or repaired.
If a public utility serves you, its compliance testing covers the water leaving the plant and a sample of taps across the system — not your specific faucet. Test your own tap when your utility flags your service line as lead or unknown material, when plumbing pre-dates the 1986 lead ban, after a main break or discoloration, or before mixing infant formula with tap water.
A hardware-store strip kit is a screening tool: useful for hardness, chlorine, pH and rough nitrate, useless for the contaminants people actually worry about. Lead's action level is 15 ppb, the PFOA/PFOS limit is 4 ppt, and no visual kit reads at those levels. Treat a clean strip as "not grossly contaminated", not as "safe".
A certified laboratory — whether you mail a sample to a national lab or drop it at a local one — uses the same EPA-approved methods your utility must use, reports numeric results with detection limits, and is the only kind of result a health department, landlord dispute or well-sale contract will accept.
Lead almost always comes from your own plumbing, not the treatment plant, so the sample has to capture water that sat in your pipes. EPA's compliance protocol, which most lab kits copy, works like this:
Your utility's annual Consumer Confidence Report (due each July 1) is the free baseline: detected regulated contaminants, the range of results, the legal limit and any violations. Two gaps to keep in mind — it reports system-wide results rather than your tap, so it cannot tell you about lead from your own pipes, and it omits unregulated chemicals unless the utility volunteers them.

The Safe Drinking Water Act regulates public systems only; a private well in Maine is tested when the owner pays for it. Use the certified-lab list above to find a lab, and ask your county health department what is common in local groundwater — nitrate, arsenic, radon or uranium, depending on the geology and land use around you — so the panel you order fits the risk.
Prices vary by lab and by how many analytes you order, but as of 2026 a single-contaminant test (lead, or total coliform, or nitrate) at a state-certified lab typically runs about $20 to $60. A basic well "potability" panel is typically $100 to $250. Broad panels that add metals, VOCs and PFAS are typically $250 to $600, with PFAS alone often $200 or more because of the specialized method. Some state or county health labs offer subsidized bacteria and nitrate tests for well owners — the certified-lab list above is the place to check.
