Reverse Osmosis vs Carbon Filter for PFAS: Which Should You Buy?
EPA's UCMR5 program has now published PFAS results for hundreds of the water systems on this site, and the most common question our city pages generate is whether an under-sink carbon filter is enough or whether reverse osmosis is required. The honest answer depends on which PFAS were found, at what level, and how disciplined you are about changing cartridges.

Is reverse osmosis or a carbon filter better for PFAS?
Reverse osmosis is the more complete PFAS treatment: the membrane rejects both long-chain compounds (PFOA, PFOS) and short-chain ones (PFBS, GenX) that carbon struggles with, and both RO systems we recommend publish PFAS claims. A carbon block certified to NSF/ANSI 53 for PFOA/PFOS is a legitimate, cheaper answer when a city's detections are PFOA and PFOS only and below or near the 4 ppt MCL — provided the cartridge is replaced on schedule, because carbon breakthrough is silent.

Does a carbon filter remove PFAS?▾
Good activated-carbon blocks remove long-chain PFAS such as PFOA and PFOS well while fresh, and some are certified to NSF/ANSI 53 for exactly that claim. They are weaker on short-chain PFAS, and their capacity is finite: once the carbon is saturated, PFAS pass through with no change in taste or appearance.
Does reverse osmosis remove all PFAS?▾
No filter removes 100%, but RO membranes reject the broad range of PFAS, long- and short-chain, and RO is the technology EPA and state health departments most often cite for the widest PFAS removal at home. Certified systems publish reduction figures in the 99% range for PFOA/PFOS.

How the two technologies handle PFAS
Activated carbon works by adsorption: PFAS molecules stick to the carbon's surface. The longer the fluorinated carbon chain, the more strongly the molecule adsorbs, which is why carbon does well on eight-carbon PFOA and PFOS and poorly on four- and six-carbon compounds such as PFBS, PFBA and HFPO-DA (GenX). Adsorption also has a hard limit: when the surface is full, the shortest-chain compounds are displaced first and start passing through. This is breakthrough, and it is invisible.
Reverse osmosis works by size and charge exclusion across a semi-permeable membrane, with concentrate sent to the drain. PFAS of every chain length are large, charged molecules relative to water and are rejected by the membrane; a sediment and carbon pre-filter and a carbon post-filter usually bracket the membrane, so an RO system is in effect carbon plus a membrane. The cost of that completeness is wastewater, a slower fill (or a tank), and a higher purchase price.
Regulatory context. In April 2024 EPA finalized enforceable limits of 4.0 ppt for PFOA and PFOS and 10 ppt for PFHxS, PFNA and HFPO-DA (EPA PFAS rule); in 2025 it said it would keep the PFOA/PFOS limits while extending compliance deadlines. Utilities are still in monitoring, so treatment at the plant is years away for most systems that show detections.

Reading the certification honestly
The claim to look for is a PFOA/PFOS reduction listing under NSF/ANSI 53 (carbon and other non-RO filters) or NSF/ANSI 58 (RO systems). NSF/ANSI 42 alone is a taste-and-odor standard and says nothing about PFAS; “lab-tested for PFAS” without a standard number means the manufacturer commissioned a test, not that a certifier verified it. Verdict by situation
- PFOA or PFOS at or above 4 ppt on your city page. Reverse osmosis. The margin below the limit matters at parts-per-trillion, and RO gives the largest one. APEC vs Waterdrop G3P800 picks between the two we recommend.
- Short-chain compounds (PFBS, PFHxA, GenX) detected. Reverse osmosis. Carbon is the wrong tool for these.
- PFOA/PFOS only, below the MCL. A carbon block with an NSF/ANSI 53 PFOA/PFOS listing is a reasonable choice; set a calendar reminder for every cartridge change and treat the date as a deadline.
- PFAS plus lead, arsenic, nitrate or fluoride. Reverse osmosis, because it covers all of them in one unit.
- Renters. An inline under-sink carbon block needs no new faucet hole and comes out in minutes; RO usually needs permission. If your detection is over the MCL, ask anyway.
- Homeowners. RO is a one-time install and the cheaper system (ROES-50) costs little more than a premium carbon unit.
- No PFAS detected, or no UCMR5 data. Do not buy for PFAS. A no-data result on your city page is a gap, not a clean bill; a Tap Score PFAS test resolves it for your own tap.
